Not all RAM is available

I have windows 7 64 bit maximum. 2 strips of 2 GB. They stand exactly in 2 channel mode. the system sees 4 GB, but only 3.25 GB is available in parentheses.
in msconfig the checkbox for the maximum amount of RAM is unchecked. What is the problem?

Are you using a discrete graphics card or an integrated video core?

I think his built-in is active when the discrete is inserted. On some boards, it does not turn off, but works somewhat similar to laptops.
