missing Nvidia Shadoplay from GeForce Experience

I didn't touch it for a couple of weeks, now I looked - no. reinstalled Experience, sense - zero. Plus, nvidia was not allowed on the site, it says access is denied. I'm from Crimea, maybe sanctions?
