Lighting Issue (The Elder Scrolls 5: Skyrim)

Good day to all. I haven't played Skyrim for a long time and just recently decided to install it again. And I ran into such a problem: the lighting of torches and braziers is strange or rather incorrect at night. From a distance, everything looks normal, but as soon as you approach a certain distance, the lighting becomes faded and almost invisible. And it flashes slowly, like ... ummm ... the closest analogue of an emergency gang on a car, only in slow mo, i.e. it happens very slowly.

The settings are all on ultra.
Steam license.
Installed only of. DLS + HD texture.
980ti graphics card. The latest drivers are installed.
I tried to put different ENB and other lighting mods - the same result.

In general, what would you advise?

There is such a fix Fix for lighting in houses from Hearthfire - Improved Hearthfire Lighting I'm not sure, but it can help

There is a very useful mod - Decorator. Simple and straightforward to use.
In addition to decorating the premises as you want, it has an important bun - the control of light sources.
