What are principles and why change them?

On the planets, by decrees or setting policies, you can change the meaning of "change of principles". And I still do not understand - what is it? And why is it needed?

I have not yet fully understood what "happiness" is. Whether it affects the efficiency of mining the rivers or not.

But with happiness it is even more or less clear, with principles - nothing is clear at all.
