Race modification bug (Stellaris)

Help the people. I am most likely to blame, I know. But there was a problem. I cannot modify my race. I had 4 points of change. Removed one negative line, added two positive ones. I chose one planet (since the race had already modified itself due to the fact that it was poorly adapted to the desert climate), pressed change. I go to the magazine, choose a quest for modification, I press to investigate ... and nothing happens, and it stays in one place. I don’t know what to do, maybe this is game mechanics, but in my opinion a bug, since I had a mod for 50 points in the race menu. But I created this race with the mod disabled, so I don't know what the problem is. The mustache does not improve here either. What to do then?
