Also try to cancel the upgrade, move the fleet and put it back on.

The upgrade goes to the very bottom of the queue.
+ if this is a fleet with a different mode of movement (for example, your empire has warp drives, and you want to improve the fleet with hyper drives), then it cannot be improved.

My fleet also did not improve until the required amount of minerals was accumulated. Check the resources.
