"Brothers in Arms" quest fails if you kill Keira or send it to Radovid - I don't know. If he sent her to Kaer Morhen, she herself will help. Roche and Dijkstra belong to Novigrad, EMNIP. And Leto is dead for many, so in most cases only Keira is considered a "Brother in Arms" from Velen.
