This refers to the construction of new stations. And, as I understand it, dismantling the old station and building a new one in its place does not work.

Yeah, and every time after the elections, you need to build 4 scientific stations - a marasmic requirement, and the same for both scientific presidents and the military.

Perhaps a joke from the developers? They say no presidents keep their promises. In 100 years of playing, I managed to fulfill this mandate only 2 times. But no one cares :)

It works for me, I demolish and build one and the same station 4 times - (80-170) influences on the road do not collapse.
