For example, I have an initial screen with loading on my PC, the wheel just spins forever and nothing happens further. Someone met this problem and somehow solved it?

Here is a pad emulator from xbox https://github.com/Stents-/XOutput/releases/download/v0.11/XOutput.v0.11.zip
you will need to assign buttons in the settings as in the screenshot, this emulator is better than x360ce, it adds xb pad to devices, now you don't need to upload any files to the folder, it will work where there is support for xb pad
