The computer does not turn off because of the mouse

got a mouse here, and here's the trouble: after connecting to the PC, when trying to shutdown, the PC does not turn off but does a reboot so to speak, I tried some methods - it did not help, only disconnecting the mouse from usb helps ...

in the BIOS, look for an item that allows you to turn on the PC using USB devices (keyboards and mice), turn it off.
