Wasteland Workshop won't activate (Fallout 4)

The version of the game is v1.5.157.0 a pirate, in the Add-ons menu it says that it is installed, but the game does not have a nuclear reactor or cells, or do you need to start a new game?
Some mods installed.

most likely a problem in Windows, reinstall it.

Nexus mod manager worth it?
If so, check the birds in the left tab Plugins, which can be disabled. Chop them up.

And installed it according to the instructions.
