Well, on Xbox360 the maximum settings are very doubtful. On the same PC, NBA 2K14 looked many times better than the console version. Although I still sometimes play on my laptop in the 14th, but only for the sake of the UBR mod.
As for NBA 2K16, yes, it is more demanding on the PC than the 15th, but there are quite flexible settings, so, in principle, you can fine-tune everything for your computer. Optimization after a number of patches has also been tightened up. My GTX760 runs at maximum speed even with graphic modifiers.
