FPS issues (Grand Theft Auto 5)

When playing in GTA Online, FPS is not higher than 40-50, and loads the map accordingly for such values. If you put potatoes graphonium and everything that is possible below the plinth, then it gives the same figures and is loaded by 20-30%, if high, then the load grows, but not fps. As part of the game settings, I tried everything, at least I saw what I saw. Fuck, understand what kind of heresy, in the plot part everything works like clockwork, but here is such a thing. In other games, both narrative and multiplayer, everything is fine, there are no problems with load and fps. Maybe it does not take out the percent, the hell knows, although it seems to be quiet enough for the card.
