Better late than never, as they say.
In Free Mode, you can find pieces of land in this "Game Objects" tab:
They will appear immediately if you enable the "Free Creation" filter in the themes. In the screenshot below, you can see some parts of the ground.
It seems like, the further you go and the more islands you open, the more different types of surfaces you will have available in this free creation mode.
