I just checked it, though in a different game - a lock of 30 frames works without problems. There may also be a matter of the version of the program - I have Bandicam 3.0.4.1035. If yours is older, try updating.
By the way, Sectos05 is right - for example, half of the frames in the Nvidia Control Panel is easy to do. If you have 60 as standard, it will "drop" to 30.
