Magic in DS3 (Dark Souls 3)

Can you tell me why I can't use magic? I play as a class - Beggar. I bought a staff of charadeia and a charm. Intelligence on 12. I press to use the staff, nothing happens, in addition, the cell with the enchant, transparent. (There is a charm in the cell)
