Phoenixes Division. (Tom Clancy's The Division)

Guys who have 2 or more Persians in their profile, look at Phoenixes. I'm wondering if Phoenixes are alone on all profiles or a glitch has slipped. all as if under the cap 400, but they did not have so many. Or they are the same for all the Persians, that is. if I spend with one, will they spend with everyone?
