Steam won't launch some games

I faced such a problem: when the game starts, a familiar window appears for everyone - preparation for launching * the name of the game *, and then everything ...
That is, nothing happens, the process can be repeated endlessly. The first time this happened was with Civilization BE. Then I just scored on the problem. Now I installed Black Ops 2 and again I can not start. There are no error messages. The cache was checked for integrity.

I had the same problem, I made one in the settings where the game will be downloaded to which disk I did my own way and did not start then I did it as Steam asked where to install it initially and everything worked out

Try to write -run32bit in the launch line, it helped me

I also had this recently with a couple of games, I reinstalled the 4.0 framework and it all worked
