dual sword problem (Dark Souls 3)

I mean playing for the Mercenary. And by default I have 2 scimitars (that is, twin swords). After I found a shield with a coat of arms (100% physical defense) and a broadsword, I equipped them too. And he ran with a new shield in his left hand, and a broadsword in his right, but after I wanted to get those twin swords in both hands, he took out only 1 of these swords. WHAT IS THE BUSINESS?)) I even removed the shield and broadsword from the equipment, and still he takes out 1 scimitar
