Activation problem (Quantum Break)

There was such a problem that because of the Russian profile name the game does not start, the game was deleted via RevoUninPro, changed the name in the profile and now when I activate it on a new one, it gives such an error, the file in the game folder that registers tried to delete, then nothing can be done at all. Asks to delete all data about the file in the system how to do it?
