Trade route. (Empire: Total War)

Guys, such a problem. Says that the trade route is blocked, although there are no enemies and pirates on them. What to do?

maybe you need to check the whole chain (of the waterway) starting from Great Britain, and look in Diplomacy who is fighting against the Ottomans, the French and the British.
