Will a pci-e 2.0x16 vidyuha pci-e 3.0x16 fit on a motherboard?

everything will work ok, the difference between 2.0 and 3.0 is 1-5%, and then this is noticeable only in synthetics

The difference between them is exactly 100%. But taking into account the TCa video card, there will be no difference at all.
