The game lags on a modern PC (Call of Duty)

Started playing on GTX960 under Windows 7
The game lags wildly, even with vertical-sync - noticeable redrawing of frames, sometimes slowed down for half a second.

I did not find a solution anywhere, so I tried everything I could.

It helped - the forced setting of the sweep at 58 Hz.
