You can't fix it. Such an ENB. I shoveled a lot of ENBs in Skyrim, and there were such ENBs. In such ENBs, the backdrops are deliberately blurred, so to speak, a cinematic effect. Look for another ENB.

What ENB? This is SweetFX. Their +100500 for the Witcher 3, download another. By the way, there is also a version where "frame depth" is disabled. Files and see below.
