Impulse: Increased Crit Damage (Tom Clancy's The Division)

Recently I found a backpack on which in the section Skill characteristics it appears:
+ 3% Momentum: additional damage from a critical hit
+ 8.50% Momentum: damage from a critical hit

Does anyone know what is the difference between these two parameters?
Is this just a wrong translation? Or is it really an additional amplification of the same parameter, designed to bypass the limitation on having two identical characteristics on things? Or do these characteristics somehow work differently?

+ 3% is the damage from any impulse mod
+ 8.50% is exactly the damage from the "Tactical Scanner" mod, a heart with a crack.

Thanks. This is an interesting option. I'll have to test it today.

For the rest: the question was not about the backpack (should I wear it), but about the characteristics of the skill (which can be on any item of clothing of any level).

Unfortunately, this item was not tested: the increase in skill power on it affects the increase in the ability and distorts the measurements. And spending 30 phoenixes on recalibration breaks. I'll wait for the patch - it seems like they should do a recalibration for credits.
