A cursor appears on the border with the monitor (The Elder Scrolls 5: Skyrim)

I ask for advice, when you hover the mouse up, left or right, the mouse cursor appears on the border with the monitor, the native resolution, full screen mode, downloaded different versions of the game, with and without mods, everything is the same. Essentially, I have it like windowed mode, but with transparent window borders and a cursor appears on them. I ask for help, thanks in advance.
