Equipment modification blueprints must be purchased ONLY at the base. Firstly, they have Power 31, not 30, and secondly, they do not require Special Squad Technology to create an item.
This blueprint gives two stats:
- one of the "secondary characteristics" on the armor - like protection against some type of damage.
- the second of the "skill characteristics" is the improvement of a skill.
Improvement of the main parameters (Weapons, Stamina, Electronics) he never gives. I'm not sure about the "main characteristics" - maybe there are bonuses to resistance to exotics. types of damage, etc.
