Same problem until I could solve it. At the same time, I have already launched the game online on this PC.
Windows update helped me. I never update them and so I decided to install the Exodus metro and there it knocked out an error with the addition of some kb .... In general, I updated the Windows and somehow decided to try to run RDR2 and the game went. Try it, it might help you.
