This was what helped me: in the camp, in the wardrobe, we remove the second holster, leave the wardrobe, then go in again, grab the second holster, go out and put the weapon in the second holster at the horse. Maybe someone will come in handy.

At level 25, you need to buy a standard cheap holster and the ability is activated. If you take the free one, nothing will happen.
