Dialogue issue on PS4. (Tom Clancy's The Division)

sometimes I hear other players in the lobby, sometimes not, but they always hear me. At the same time, the players talk to each other (they write in HP, they say, can't you hear us?) Also, in 5 hours I have not met a single Russian. I live in Moscow, and throws to the Americans. You can only hear something by changing one wi-fi network to another, and then every time. In general, sadness. One of the main components of the game has become inaccessible to me. Have to run around with muted Americans. You can't hear any random players passing by either.
