The \ "Policies \" (Cities: Skylines) tab does not work

I'll tell you right away that I don't have a license. But very often in various repacks, when loading a saved game, the "Policies" tab does not work. Only after a while it works or on a new boot. Is this a jamb of pirates or is there another problem?
