Locale.scs (Euro Truck Simulator 2)

Please tell me how you can open it or where you can download the locale.scs file. The standard extractor does not work with this file. I dug a lot of sites to little use, I found a sort of unpacked file locale.scs in locale.rar but it is under a password as if there is a terrible secret. Thanks in advance for your help
