Vault Boy's weird laugh (Fallout 4)

I am building a settlement, and then suddenly an image of a volt-boy appears and he laughs, I almost put the bricks aside from surprise. And it wasn't a level up. Then, during construction, he appeared several times and laughed like that. I have level 78. Has anyone come across this? Maybe this is the Savant perk that works like that?

Yes, there seems to be some kind of perk, thanks to which, when gaining experience, there is a chance to get more experience as a bonus. That's when this bonus is issued, the Vault Boy appears.
