Stats change (Tom Clancy's The Division)

When changing the stats, I noticed that when choosing the one I needed, for example, I chose to raise the weapon, for some reason I raised the other stat, like poking where I needed to, no one had such a problem?

Recalibration is called. And before you do it. Check it out. How what and for what. I did not observe such a problem.
