In theory, there is no need to update the game manually. The game controls and updates itself.
I faced a similar problem, I have WIN7 64-bit. Constantly buggy. it did not start at all, it did not connect, then it crashed during the game.
I see you have Vin 7, On the desktop, on the shortcut "ANNO 2070", right-click and select properties from the pop-up menu. In the window that appears, select the Compatibility tab. You put a tick in the line to run the program in compatibility mode with. And in the list you select Windows XP (Service Pack 2).
