Strengthening Skill Power (Tom Clancy's The Division)

What does a skill power boost? What is the effect of this? Let's say I had a skill power, let's say 7450, I pumped it up and it became 15850. How will this be reflected in battle, skills will recover faster or the damage to the enemy from using them will increase?
