How to fill built stores with goods? (Fallout 4)

Tell me. how can you fill the built stores with goods? In particular, armor, weapons, etc. All shops are of the 3rd level. Emptying goods into the workbench? Or give it to merchants? Also: for some reason, merchants in the list of goods have some items with which I armed them. Is this a bug? Thank you very much in advance.

They replenish themselves. It all depends on the level of the store.
If the merchant has left, or he seems to be standing behind the counter, but his opening hours have not started, instead of goods, he will show you the contents of his personal inventory.

Mine also have items in their inventory. I think this is not a bug - just a part of the game mechanics.

The huckster can drain any loot, here the clue is only in a limited amount of cash from the huckster. You can invest caps in a huckster, +500 (if I'm not mistaken) to the standard amount of his cash (you need a perk).
