Can't complete mission (Tom Clancy's The Division)

I am trying to pass "Napalm Production". I kill bots at the very beginning of the quest. And that's all. I have nowhere else to go there. The necessary gate is closed for some reason. I tried to go through again, restarted the game, checked the cache in the incentive. The gates are closed and that's it. There are no additional conditions in the description of the quest. Help pliz if you encounter a similar problem.
