I'm collecting an old-school computer by a specialist for GTA III (Grand Theft Auto 3)

In general, I'm interested in a computer with a single-core processor, on Windows 98, which can produce 30 fps in GTA3 without subsidence. Because it turned out that some gta3 chips, which work on old pieces of iron, do not work on a dual-core computer. Here on the 4th stump the chip works, but on the core 2 there is no duo. First of all, I mean that Dodo does not spawn when I mega-jump to it, as in this video:

Eh, I remember how I played GTA2 on a computer with the S3Virge vidyuha (as much as 4 megabytes) wow - the picture slowed down slightly and the car was very easy to drive! Then, when the 16 MB RivaTNT appeared, it was no longer the same - too fast and uncontrollable overclocking of the car.

The last thing I can say on the topic is that an attempt to generate a car occurs for each parking space every 4 frames, which leads to the obvious instability of car generation.
The bottom line is this: in theory, the chance to increase the probability of spawn can be either disabling the frame limiter (which, however, is prohibited in speedruns) or decreasing the draw range (in order to move the ring to the plane itself, and not so that it flies during the mega-jump). However, I did not check the second of the options, since the drawing range in III works in an extremely peculiar way and I am not sure that the option from the settings affects the spawn ring - one way or another, some range will compress it, but whether the settings change it, I Do not know.
Well, it is absolutely certain that the processor and the operating system do not affect the spawn. There are no miracles.

Reducing drawing does not help, nor disabling the limiter. This could help if you had to jump and then walk a little to the plane, but here the distance jump just passes the spawn point very quickly. By the way, why is 60 fps prohibited in speedruns? nonsense.
Regarding the fact that the percentage does not affect the spawn - why then does it always work on the old hardware, but not on the new one? Could CPU cycles or something else affect this frame? what is a frame and what does it depend on?

in GTAIII it is the same - at 30 fps, you can make a 270-degree turn on the stallion, while flying backwards into the repainting, but at 60 fps you can't do that. the stallion glides more and turns poorly.
