Not quite correct to compare processors Ryzen (2nd generation) and Haswell (relatively) architecture is different. Where is the evidence that the latter behave at a lower frequency RAM in the same way as the first; of course a decrease in performance will be with them, but so? You have something with the OS, drivers, game. Just played in KC on a weaker machine with 75 fps, CPU and GPU 90-100% and no freezes. Try to do a complete reinstall. The game certainly renew in the first place, it often update come out, maybe at that particular time we screwed up.
And podluzi unnecessary services in the system.

Open task Manager and watch which processes most of all load the CPU, in addition to the Percentage of time the processor is idle. To make it easier, sort the load as in the screenshot.
