Accuracy decreases when using active skills (Diablo 2)

Decided to play d2 again. I play as a paladin, I use the victim skill on the left mouse button. For some reason, when using a victim, the hero misses very often, compared to a regular attack. And it should be the other way around, because this skill, on the contrary, increases the level of attack. In the stats on the monsters that I hit, it is written that the chance of hitting is 95%, but in reality it is very often a miss. A normal attack is fine. What's the matter here?
