The bridge is activated through the plot mission, maybe you haven't made it
Job plot the gorge. If you did, and the bridge is no possible glitch I had: I turned on the bridge,but the submission is not activated,the bridge will not be, I went back to the lever and was able to take the job,then the bridge appeared.
