You can get wings for a horse on Darenban Island, but only when the GG level is from 30 and above. Get wings as fast as possible - save your time and speed up your gameplay.

And in general, without these wings, you can normally go through - Atrixus, Three streams, Helvedia, Dragandor, Portland
To get wings, GG for any need to visit locations and fight to get level 30. Atrixus, Helvedia, Dragandor, Baraz-gund, Amazonia - locations where there is no possibility of flight.
