1650 Gigabyte how does cooling work?

In general, at first I was scared, but after that I got used to it ...
When the chip cools down, the coolers "howl" for a short time, after which the valves stop working completely.

Do you think this is normal, or something needs to be twisted in the BIOS?

the MSI Afterburner program, you can increase the speed of the cooler, I have built a direct relationship, temperature 60 - speed 60, temperature 70 - speed 70.

system. Saves the life of the fans by turning them off when there is no load on the video card and it does not heat up.

In my opinion, it is better to adjust the speed through the afterburner than to allow the fans to completely stop. Temperatures are a bit high when the turntables come to a complete stop. I also have a direct dependence of speed on temperature, for example, a temperature of 40 degrees and a speed of 40%. In idle time, I have 30 degrees in total, but in games I have not seen above 43, although this is with vertical synchronization, if without it, then the temperature is not more than 60 degrees.
