fps problem(AMD) (The Witcher 3: Wild Hunt)

In general, I already read here that people have such problems, but I didn’t find a solution, maybe someone found a way out. The system is Fx-8350, radeon hd 7770? only the settings didn’t twist at least the min at least the max, it doesn’t help, it still remains the same.

I have a terrible freeze on 7790 (260X) I set the swap file to 8880 (I have 4 gigs of RAM in total) and now everything works well on low averages

1. Nvidia 550ti low at 900p already 30fps

2.Nvidia 650ti low at 720p 40fps but this resolution is crap!

The question is, why is the 550ti faster than the 650ti more "better"? And all questions will disappear why low fps!

Guys, there was a problem, I had 15-19 fps, it was possible to play but not very pleasant, I decided to look for forums, videos, I searched for a long time, experimented, found a solution raised to 21-23 (rarely) and so 23-26.

here is a table of screen resolutions https://en.wikipedia.org/wiki/Resolution_%28computer_graphics%29 , look at your aspect ratio and find the smallest suitable one, open the user.settings file and enter these values ​​​​in the Resolution line, if not suitable, then a little more
