Problem with GPU and CPU load (Rust)

Good afternoon, the essence of the problem is that when playing at a resolution of 1280x1024, the game costs 50% of the GPU and about 50% of the CPU on all cores, in the usual 1920x1080 everything is exactly the same, there is no difference in fps, but there are friezes at a resolution of 1920x1080, I checked in the autoburner, and it turned out that there are moments when the video card is loaded at 100%, either due to loading trees, or just like that, because lags occur when I even stand still and do not turn my head. I also noticed that the processor frequency jumps from 2700 to 3400, can this affect? ​​Video card rtx 2060 processor i5-9300h and 16 GB of RAM, I play on SSD with everything, textures are loaded for a very long time: trees and earth. I don’t know what to do myself, I looked through a lot of forums, scrolled through YouTube, there is nothing normal on this topic, so I hope for your help

On the video, the temperature fluctuates from 86 to 93 degrees on the CPU and 67 GPU, and even with the laptop turned on, I have the same garbage with FPS + there is infa on the Internet that the percentage starts to slow down when it's closer to 100 degrees 98-100.
