no, in 1080p without rays it is still possible, at higher resolutions only without rays and either with dlss or amd fsr

3060 is +/- 2080s, on 2080s without beams at maximum speeds, even at 1440p there were no stable 60 frames, and in batches in general 40-45, so draw conclusions

most likely it will pull in 1080p 30+ fps with something on the video card of unlimited ultra without dlss and fsr. I think the processor will also normally pull 30 + fps, but it's worth clarifying.
