Same FPS on different settings (The Witcher 3: Wild Hunt)

At extreme and low settings, the same low FPS is the NVIDIA GeForce GTX 775M video card, Intel core i5 3.4 GHz processor
It seems to be normal components, but it lags even at low ones. What should I do and how to fix it?

On 980 you can play at a stable 60 fps (if the percent and RAM are appropriate), with the Hair works garbage turned off, and if this hair / hair is turned on, then even at 980 there will be jumps of 60-30 fps, I personally have up to 37 fps drops, but this is the norm, because itâ€™s not less than 30, which means it doesnâ€™t slow down, but damn these fps jumps are very noticeable, so stable 30 fps is better, well, or stable 60, I chose stable 60, but for this I turned off only hairworks.
