Very low fps (Call of Duty: Warzone 2.0)

The game is on ssd. At first it was on medium-high settings. Frames / s showed 45-60, but it felt like FPS was 15. I tried to set the minimum, it got even worse (as in the screenshot). Lags even in the menu. At the first start, the game asked to update the driver for the video card - updated and rebooted the computer
rtx3060 on full hd does not give out more than 65 fps, although it feels like all 25 fps, although the counter shows 60-65, the game is clearly not optimized at all, especially when you ride in transport
it’s very disappointing because I haven’t played jesters for a long time and the weekend is just right for the exit games
I can throw off my config with graphics (lower than available in the game)

Throw it off! otherwise when I remove the turbo boost and play at a frequency of 3600 mhz, the game is hammered into one core! and when I reset everything to default in the BIOS, and its frequency becomes 4300mhz, then everything goes fine! and the load is shared across all threads.

No wonder everything lags smoothly when turbo boost is turned off, and also the download goes only to one thread! You have to turn on turbo boost so that the download goes to all streams.
