Not fully loading graphics card (Hogwarts Legacy)

the bottom line is, on any graphics settings, the gp load is 40-50% and the fps is around 50 in hogsmith, but sometimes the video card load rises to 100% and wild friezes begin and the fps drops to 10-12. tried all sorts of file changes and fixes, but nothing helps. what are these jokes?
Game optimization leaves much to be desired, as long as we are content with what we have. In a month, another may roll out an update that will increase performance, so we are waiting.
Regarding the loading of the GPU, I looked at several videos on YouTube (I don’t have the game itself and don’t plan to play), apparently r5 1600 is rather weak for this game, cards above 1060/580 are often or almost always underloaded at 1080p at maximum speeds in Hogwarts Legacy. Do not rely on some serious updates with optimization, but rather think about updating the processor.
Regarding friezes and falls, here xs, you need to at least look at the video with monitoring.
